Kirk Bates The school board denied Mr. Bates' request twice and he appealed to TEA twice (without an attorney) and won both times.   He did finally have to hire an attorney and threaten a lawsuit in federal and state court though to get them to recognize the TEA ruling and grant the exemption .



Chelsey Edwards

Ms. Edwards lost her appeal to TEA, but it was because they said it wasn't a uniform.  Had Ms. Edwards made a Chapter 26 violation claim we believe the outcome would have been different.   


August 21, 2001

Shannon Watkins

The school board denied Ms. Watkins exemption request, but she won her appeal to TEA (without an attorney.) 


July, 1998

Vickie Crager

The school granted Ms. Crager her exemption request and no appeal was required. 
August 18, 2002 Diane Clark The school board denied Ms. Clark's exemption request for 3 years and she lost her first appeal to TEA, however after receiving a favorable Proposal for Decision from the TEA Judge the school board rescinded its last denial and granted her request. 
  Norma Tapley The school board denied Ms. Tapley's exemption request, but she won her appeal to TEA (without an attorney).
August 10, 1999 Susan Houdyshell The school granted Ms. Houdyshell's exemption request and no appeal was required.
  Charlie Jackson The school granted Mr. Jackson's exemption request and no appeal was required.

Schools Abandoning School Uniform Policies

     Galt school decides uniforms a thing of the past, by Sara Cardine, (11.17.04)

1997 "Fairsite Elementary has declared its uniform policy to be outdated, unstylish and a thing of the past -- and schools in other districts may be following suit.

Nearly 10 years ago, parents and teachers in school districts from Stockton to Galt claimed uniforms might help keep kids centered on school instead of style. The hope was that, in the long run, a strictly enforced dress code could lead to better academic performance and an increased sense of self esteem in students.

But years into the adoption, some schools noticed that parents and students appeared to be disinterested in following the policy.

Before the board's decision, Fairsite was the only school in the Galt Joint Union Elementary School District to still have uniforms.

Lodi Unified School District, on the other hand, still has 14 of its 44 schools with a uniform policy. In the district, individual sites decide to adopt it when 75 percent of parents vote in favor of a uniform policy.

"Almost a decade ago, the Oceanside Unified School District launched a uniform policy that put nearly every student in grades K-8 in crisp, navy blue bottoms and gleaming white tops.

Today, it's fair to say that things didn't turn out as officials had hoped.

While a small number of schools have embraced the uniform policy, many elementary schools and all of the district's three middle schools have watched it fall to the wayside..."

     School dress codes wear thin -- Complaints, cultural changes help relax rules, by Louise Cannon, The North County Times, (10.23.04)

  "This fall, students at Jones got a pleasant surprise. After a year of meetings, a committee decided to once again allow jeans at the school, which had required khakis for the last six years.

...

'We did hear a lot of complaints from our kids, so we were trying to respond to them,' he said. The new code is also more in line with the high school the student will attend, he said.

Other recent examples of schools relaxing rules:

• New Richmond schools this year are allowing students to wear Capri pants. Parents had complained about the illogic of banning them but permitting skirts.

• The Winton Woods district modified its rule requiring shirts to be tucked in, primarily out of sensitivity to oversized students.

The policy permits shirts to be untucked if they are no longer than mid-hip.

Early indications are that the current dress code requires less staff time to administer.

...

At Scott High School this year, the change in the T-shirt rule has resulted in an explosion of slogans. Some are ironic, some funny and some loaded with double meaning.

Scott's new rule coincides with a trend in teenage fashion.

...

The atmosphere at Scott High is more positive since the T-shirt rule was changed, students and administrators say. But the school does have its limits..."

1999 "School uniforms, touted as a solution to discipline problems and low test scores, are falling out of favor in Palm Beach County as parents and administrators discover student skills can improve when they wear plain old T-shirts and jeans.

Several elementary school principals have abandoned the effort to get students to wear the golf-style shirts and khaki shorts they started recommending about five years ago. Their schools' academic performance, as measured by state standardized exams, has progressed without strict dress-code compliance.

Since academic improvement is the school system's primary focus, they wonder if spending time enforcing uniform policies distracts from their main mission."

  "The board also approved by a 6-1 vote rescinding school uniform policies at Delta Sierra Middle School and Sutherland Elementary.

Surveys by parent groups this year at each school showed that more than 70 percent of parents disapprove of current uniform policies at the campuses.

The end of uniforms at the two schools reduces the number of Lodi Unified schools with policies in place to 11. It is unknown whether or not other schools will follow the route of Delta Sierra and Sutherland. No schools rescinded policies last year, but two did in 2001-02."

1997 "Students at a majority of schools in the Las Cruces Public School system will not have to dress uniformly, starting with the next school year, school officials said.

The issue was voted on yesterday by parents of children in the school district. Parents whose children attend ten elementary schools and middle schools in Las Cruces have voted not to continue with a uniformly dressed policy."

    Chichester School District Abandons Uniform Policy  by:  Carolyn Seagraves, Town Talk News, (03.24.04)

"The Chichester School Board had the first reading of a new dress and grooming policy that ...  would replace the district's current uniform policy, which was implemented in the elementary schools in 2001 and at the middle school in 2002."

"The once-required solid-colored tops and pants would no longer be part of the dress policy...  Blue jeans, which were forbidden under the uniform policy, would be permitted under the new guidelines."

The new policy has an emphasis on parental cooperation. In the policy, parents are asked to ensure that students comply with the rules.

"As with the existing uniform policy, hats, jackets, chained wallets and clothing that exposes underwear would be prohibited. Pants and shorts must be worn in a manner deemed acceptable by the administration."

    Students Shed Uniforms in Shanghai, Shanghai Daily, (01.01.04)  

1993 "The days of Shanghai school children wandering to class in matching uniforms could soon come to an end as a growing number of schools in the city give up, or relax, their dress codes.

When teachers announced that students no longer need to wear school uniforms, the whole classroom erupted with joyful cheers."

  "..., effective today, Young Junior High's uniform policy is terminated. Students will no longer be required to wear a uniform, however all students must abide by the AISD Dress Code."

"Douglass was the only school in the district that limited how students could wear logos. But those restrictions were lifted by district officials earlier this week, according to Superintendent Linda Weesner... Eight years ago Douglass adopted a uniform policy. But a few years later the practice of mandating attire with uniforms was abandoned..."

1999 "...the change would have an immediate impact at Medlin Middle School in Trophy Club, where more than 90 percent of students are exempt from wearing uniforms, district spokeswoman Angela Scott said."

"A secondary school in Totnes says it has become the first in Devon to abolish its school uniform.

From September, students at King Edward VI Community College will be able to wear what they like to school.

School principal Stephen Jones said the decision had been taken by the governors after a review of their priorities. He said the emphasis was on learning, and a constant battle over uniform distracted staff from the job in hand."

"At Duval County high school in Jacksonville, Florida, twenty percent of the high school students saved the other eighty percent from a proposed uniform policy by convincing their parents to opt them out of the program. The school board decided that the program would not be successful and therefore not be implemented if at least 20 percent of the students did not participate."

1996 Two weeks ago, Lawrence High Acting Principal Richard D. Parthum informed the School Committee that the school's improvement council -- made up of teachers, students and parents -- voted to drop the policy at the high school and replace it with a dress code.

1999 In January 1999, the Site Based Committee of Atherton High School adopted a mandatory school uniform dress code to become effective for the 1999-2000 school year.  And yet when you look at their website, pictures show they didn't have it as of March 2004.

1999 In September 1999, the Walker County School Board implement a mandatory school uniform dress code.  And yet when you look at their handbook today, there is no mention of it and they have just a normal dress code.

  In 2002 Chisholm Trail Middle School had a standardized dress code, but their website reflects a regular prohibitive dress code now.
